New Guide: Procurement Law No Obstacle to Serial Renovations
Berlin, August 13, 2025 – Serial renovation is a key component for the fast and cost-efficient modernization of building stocks, yet many public clients still hesitate. One reason: the complexity of procurement law for public authorities and some municipal housing companies. A new practical guide by the general contractor ecoworks (www.ecoworks.tech) and the renowned law firm CBH Rechtsanwälte now demonstrates how these challenges can be overcome and shows that procurement law offers plenty of flexibility for innovative projects. Furthermore, the guide explains the serial renovation process and its various solution components.
The "Guide for Awarding Public Contracts for Serial Renovation" provides practical legal certainty regarding procurement regulations. It was authored by Prof. Dr. Stefan Hertwig, a specialist lawyer for procurement law at CBH, and experts from ecoworks.

This results in drastically reduced construction times, high quality, and significant cost certainty—ideal for typical buildings from the 1950s to the 1980s.
